The meeting was called to order and the minutes of August 29, 2001, were unanimously approved as read.

Reports from the State Geographic Information Coordinator

NSGIC Conference

Shelby Johnson explained that he and Learon Dalby had the opportunity to visit with other GIS coordinators from around the nation and gained insight into a number of federal initiatives.

Shelby made the Board members aware that in light of September 11, there is a growing concern about spatial data warehouses and the themes they contain. There has been no official word, but the Board should be aware that it is being discussed.

Eastern States Cadastral Initiative

Shelby Johnson explained that he had attended several meetings at NSGIC and will continue to participate in this initiative as it may provide federal funds in the future.

NAPP / NDOP Steering Committee meeting

Shelby explained that the Arkansas Geographic Information Office will be hosting the meeting of the NAPP / NDOP Steering Committee in Little Rock. He said that this committee is interested in the ADOP project. Bill Johnston, New York GIS Coordinator, will provide a remote presentation about the uses of LIDAR, thermal sensors, and digital orthos in disaster relief efforts. The Arkansas GIS Users Forum will be providing lunch for two days.

Chief Information Officer

Shelby passed on an invitation from Kelly Boyd to the Board members to attend the Governor's press conference and the introduction of the new state CIO.

County Coordination Efforts

Shelby explained that the Arkansas Geographic Information Office is assisting Cleburne County with a grant proposal to the Little Rock district of the U.S. Army Corps of Engineers.

Report from GIS Program Manager - GPS Standards

Learon Dalby reported that the GPS Standards document will probably go to the Legislative Council next month as the next step in the review process. He explained that he only received one set of comments and that they were constructive.

Shelby Johnson described that the Arkansas Centerline File is being discussed at the present time.

Report on GeoStor

Status of GeoStor Development and usage

Fred Limp said that National Elevation Data products are being put into GeoStor and that first generation DOQQs are being added. 1:24.000 DRG’s are currently in GeoStor.

AmericaView- RAPID Proof of Concept

Fred explained that setup is complete, but that weather has prohibited the testing.

National Map Meeting

CAST briefed the USGS on the GeoStor concept. USGS was interested in the research but have not followed up.

AHTD Proposal

Fred described an Arkansas Highway and Transportation Department proposal that would allow them to update and post to GeoStor remotely.

Report of GIS Conference Activities

Shelby described that a presentation was given at the GIS Users Forum Conference that talked about accomplishments and direction, and that a question and answer session followed. RAPID Coordination was discussed and it might be lead by the State Geographic Information Coordinator. Participants for the project need to be located.

The I-Team Initiative was discussed at a roundtable discussion to raise level of awareness and to begin forming I-Teams in Arkansas

Board Appointments

Suzanne Wiley explained that the Governors Office is currently mailing letters of confirmation to those who wish to continue serving on the SLIB.

Governor’s Smart Moves Award

Suzanne Wiley explained that there has been no word on the status of this award.

Future Meeting Dates

Randy Jones has arranged for First Electric Cooperative to host an introductory luncheon for the CIO at the November meeting. The date remains to be chosen.

Guest Comments

Mike Gardner explained that he needs someone to speak at a conference in Hot Springs on Monday, October 22, 2001. The topic relates to GIS Education in Arkansas.
